  When a judgment is published in the Internet Civil
  Judgment Registry database, the information on the
  case and the Defendant's name can be viewed for free
  by anyone with Internet access.  Public inquiries
  about the judgment will be e-mailed to the Plaintiff
  directly or forwarded to the Plaintiff by ICJR at the

Collecting is easier when the Defendant knows other people can easily learn about the judgment.

 
Civil judgments are recorded in the county where they were awarded, not in a national database, which complicates discovery.
